Business rates advice in Guildford

Guildford carries some of the highest commercial values in Surrey, which means the cost of an assessment being a little bit wrong is correspondingly high. It also means more properties now sit above the £500,000 threshold where the new higher multiplier bites.

What we see on Guildford assessments

Guildford's commercial stock splits fairly cleanly. The Surrey Research Park and the office parks off the A3 hold high-value research, laboratory and headquarters space, where the valuation often turns on how specialist fit-out and ancillary space are treated - and where assessments are most likely to cross the £500,000 line into the higher multiplier. Slyfield is the town's main industrial estate and is very far from uniform: unit age, eaves height, yard and access vary street by street, and that variation should be reflected in the assessments but frequently is not. In the town centre, the High Street and the streets running off it include listed and awkwardly shaped historic buildings where usable space and trading position rarely match a simple floor area, while Walnut Tree Close and the Ladymead corridor are different markets again.

Your bill comes from Guildford Borough Council. The council collects the money and runs the reliefs; the rateable value itself comes from the Valuation Office, and only the Valuation Office can change it.

The £500,000 threshold

A high-value multiplier of 50.8p now applies at £500,000 rateable value and above. If you are just over it, the assessment is worth checking carefully.

Research and lab space

How specialist fit-out, plant and ancillary areas are treated can move a valuation significantly. It is worth arguing properly.

What we do

What a rating review covers

  • Review of the current Guildford assessment and Valuation Office record
  • Site inspection and measurement to the RICS Code of Measuring Practice
  • Comparison against settled assessments on comparable Guildford property
  • Rental evidence analysed back to the 1 April 2024 valuation date
  • Advice on the multiplier applying to your assessment
  • Written view on the merits before anything is submitted
  • Check, Challenge and Appeal handled end to end
  • Reliefs, exemptions and empty rates reviewed alongside

If the assessment looks right, we will say so. An honest no costs you nothing and saves you a year of correspondence.

Area design and deliver office fit-outs - Cat A for landlords and developers, Cat B for occupiers - along with workplace consultancy, asset refurbishment and specialist laboratory space. Fitting out a shell does not usually change what is payable - a tenant would be expected to fit out the space, so it stays rateable - but major refurbishment and alteration can, both while the works are under way and once they are finished. We work alongside Area's clients on the rating side of their projects.

FAQs

Common questions

What is the higher multiplier and does it affect me?
From 1 April 2026 a higher multiplier of 50.8p applies to property with a rateable value of £500,000 or more, instead of the 48.0p standard multiplier. It affects a lot of Guildford office and research space. If your assessment sits just above the threshold, the accuracy of the valuation matters more than it used to.
Does Guildford Borough Council set my rateable value?
No. The council bills you and administers reliefs; the rateable value is set by the Valuation Office. A valuation dispute has to go through Check and Challenge, not through the council.
My unit is on Slyfield. Is it worth reviewing?
Often, yes. The estate is mixed in age, specification and access, and bulk valuations tend to smooth over exactly the differences that affect rental value. Physical disadvantages need to be evidenced properly to be reflected.
I run a shop or restaurant in the town centre. Which multiplier applies?
Qualifying retail, hospitality and leisure property uses one of two lower multipliers - 38.2p below the small business threshold and 43.0p above it. Whether your property qualifies is worth confirming, because it makes a material difference to the bill.
How long will an appeal take?
Realistically, months rather than weeks. The Check stage has to be completed first, and the Valuation Office has up to 18 months to respond to a Challenge. Factual corrections tend to resolve faster than valuation arguments.
