Business rates advice in South West London

South West London values are high enough that small valuation errors turn into large bills, and a far greater share of London property now sits above the £500,000 threshold where the new higher multiplier applies. Both are reasons to look properly at your assessment.

What we see on South West London assessments

Our South West London work runs through Richmond, Kingston, Wandsworth, Putney, Wimbledon, Clapham and Fulham, and the recurring themes are consistent. Offices above shops and in converted buildings are frequently measured on outdated surveys. Light industrial and studio space in railway arches, yards and small estates is heavily affected by access, headroom and servicing, all of which are recognised value factors and all of which are regularly missed. Where a building has been converted, subdivided or partly turned over to residential use, the assessment often lags years behind what is physically there. And because the underlying values are high, an error of a few per cent per square metre produces a much bigger annual overpayment than the same error would in Surrey.

Your borough bills you

Each London borough is the billing authority for its own area, but every rateable value comes from the Valuation Office. Valuation disputes do not go through the borough.

The £500,000 threshold

The 50.8p higher multiplier catches a large share of London commercial property. Assessments close to the line deserve real scrutiny.

Arches, yards and studios

Headroom, access and servicing constraints are proper valuation arguments and are routinely absent from the assessment.

Converted buildings

Subdivision, change of use and partial residential conversion often leave the rating record out of date by years.

What we do

What a rating review covers

  • Review of the current assessment and Valuation Office record
  • Site inspection and measurement to the RICS Code of Measuring Practice
  • Comparison against settled assessments on comparable London property
  • Rental evidence analysed back to the 1 April 2024 valuation date
  • Advice on the multiplier applying to your assessment
  • Written view on the merits before anything is submitted
  • Check, Challenge and Appeal handled end to end
  • Reliefs, exemptions and empty rates reviewed alongside

If the assessment looks right, we will say so. An honest no costs you nothing and saves you a year of correspondence.

Area design and deliver office fit-outs - Cat A for landlords and developers, Cat B for occupiers - along with workplace consultancy, asset refurbishment and specialist laboratory space. Fitting out a shell does not usually change what is payable - a tenant would be expected to fit out the space, so it stays rateable - but major refurbishment and alteration can, both while the works are under way and once they are finished. We work alongside Area's clients on the rating side of their projects.

FAQs

Common questions

Which parts of London do you cover?
This page covers South West London - Richmond, Kingston, Wandsworth, Putney, Wimbledon, Clapham, Twickenham and Fulham. Richmond and Kingston have their own pages. The West London industrial boroughs - Heathrow, Park Royal, Hayes, Wembley and around - have their own pages under our West London hub, and the City, West End and Midtown are covered on our Central London page. Rating is a national system and we act across London and the South East.
Does my council set the rateable value?
No. Your London borough is the billing authority: it issues the bill, collects the money and administers reliefs. The rateable value itself is set by the Valuation Office, and a valuation dispute goes through Check and Challenge rather than through the borough.
What is the higher multiplier?
From 1 April 2026 a higher multiplier of 50.8p applies where the rateable value is £500,000 or more, in place of the 48.0p standard multiplier. It affects proportionally far more property in London than elsewhere.
We occupy a railway arch or studio. Is that worth reviewing?
Frequently. Restricted headroom, awkward access, no loading and limited servicing all affect rental value, and these constraints are often absent from the Valuation Office record. They have to be evidenced properly to be reflected in the assessment.
We are refurbishing. Do we still have to pay?
Not necessarily. Where a property is genuinely incapable of beneficial occupation because of the extent of the works, there is a route to have it removed from the rating list for the duration. It depends on the facts and needs evidencing carefully with a programme and site record.

Send us your rates bill and we will tell you if there is a case.

The rates bill or just the property address is enough. The initial review is free, usually comes back within five working days, and gives you a written view on whether there is a case before anything is agreed.
